I'm not a US citizen and I have never been to PASS, but would love to go, and will get there one day. I think your idea is a great idea.
I had a little thought though, @anonythemouse and @mrdenny kindly told me that the cost of attending the summit via twitter (full price is $1500) so if PASS were charge $1500 (minus discount for early bird bookings etc) for all attendees and added on $15 then at a full price of $1515 a 1% increase. Then for the discounted prices you could just add on $15 and help 3000 people.

This is a very thoughtful post.
If you are looking for a specific organization to work with, I have always had good experiences with and heard good thing's about Seattle's Union Gospel Mission. (http://www.ugm.org/site/PageServer?pagename=default)
They accept in-kind donations and do volunteering, in addition to being able to use financial donations. They have very good information on their website.
On thing they do which is great is sell books of 10 meal tickets. It's a way to be able to donate and have a meal ticket you can give to someone in need instead of cash.
They are a faith based organization, and I know some people prefer to give to non-demominational groups, so this might not be the right organization for everyone. (My understanding is that this group serves everyone, regardless of faith, and does not try to convert people who are not Christian.)
My company has an office in Seattle, I'm reaching out to find out what organizations are available to help you with this excellent idea. I'll be in touch when I get some info.
I would urge others who wish to do something like this locally to contact your local charities/Medicaid office/insurance plans to see what resources may be available. We can get a lot more done working together.
